P2P in the UAE: what the rules say
Who regulates a crypto business in the UAE depends on where it sits. In Dubai, the Virtual Assets Regulatory Authority (VARA) oversees the provision, use and exchange of virtual assets across the mainland and free zones, outside the Dubai International Financial Centre (DIFC), and publishes a public register of the firms it has licensed. At federal level, the Capital Markets Authority created under Federal Law No. 33 of 2025 issued Decision No. 4/R.M/2026, which Clyde & Co describe as replacing the old SCA regime in full with eight separately licensed activities. The DIFC and Abu Dhabi Global Market (ADGM) keep their own rulebooks.
How a stablecoin may be spent is a matter for the Central Bank of the UAE (CBUAE). Its Payment Token Services Regulation, Circular No. 2/2024, puts tokens pegged to a foreign currency, such as dollar stablecoins, in a Foreign Payment Token category. A merchant in the UAE may accept one only when it is used to pay for a virtual asset or a virtual asset derivative, and only if a CBUAE-registered issuer stands behind it. USDT is something you buy with dirhams, not something a shop in Dubai may take as payment.
How people pay: bank transfer and Aani
- Aani is the instant payment platform of Al Etihad Payments, a CBUAE subsidiary. It moves money to a recipient's mobile number, email address or QR code without an IBAN, around the clock, in under 10 seconds. The platform allows up to AED 50,000 per transaction, but each bank sets its own cap: Commercial Bank International, for example, allows AED 10,000 per transaction and AED 50,000 a day outward, with no limit on incoming payments. Check your own bank's Aani limit before taking a large order.
- Bank transfer is the most listed method, and the dirham ads in the table above usually name ADCB, ADIB, Emirates NBD or Mashreq. Pay from an account in your own name and keep the bank's transfer confirmation until the USDT arrives.
Tax and reporting
PwC's tax summary, last reviewed on 9 September 2026, states that the UAE levies no personal income tax at federal or emirate level. An individual falls under the 9% corporate tax only when business turnover passes AED 1 million, and personal investment income does not count toward that figure. On VAT, Cabinet Decision No. 100 of 2024 amended Article 42 of the VAT Executive Regulation with effect from 15 November 2024; Andersen's UAE office explains that transfers and conversion of virtual assets now fall within exempt financial services.
What to watch
Reporting is coming even without an income tax. A Ministry of Finance circular says the UAE expects crypto service providers to start collecting information under the OECD's Crypto-Asset Reporting Framework (CARF) from 1 January 2027, with the first automatic exchange with other countries in 2028.

Questions people ask
What is the USDT to AED rate today?
Right now buying 1,000 USDT on P2P costs about 3.681 AED per USDT (3,681 AED in total). Selling 1,000 USDT gets about 3.669 per USDT. Updated 27 Oct 2026, 14:59 UTC.
Why is the P2P price different from the official exchange rate?
The official mid rate is 3.672 AED per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 0.23% above the official rate at the moment.
Which platform is cheapest for USDT in the UAE right now?
Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for AED.
Is Binance P2P legal in UAE?
The UAE licenses crypto platforms by location rather than banning or approving P2P as such. In Dubai, VARA licenses virtual asset service providers and publishes a public register, so that register shows whether a platform is authorised and for which activities. Federally, the Capital Markets Authority issued Decision No. 4/R.M/2026, while the DIFC and ADGM have their own regulators. Separately, the central bank's Payment Token Services Regulation lets dollar stablecoins be used to buy virtual assets, but not to pay merchants for goods or services.
Is crypto tax free in UAE?
For individuals, largely yes. PwC's tax summary, reviewed in September 2026, says the UAE has no personal income tax at federal or emirate level. Corporate tax at 9% applies to an individual only when business turnover exceeds AED 1 million, and personal investment income is left out of that test. Since 15 November 2024, Cabinet Decision No. 100 of 2024 has treated transfers and conversion of virtual assets as VAT-exempt financial services. Trading as a business is assessed differently from personal investing.
What is the UAE crypto tax information exchange?
It is the UAE's adoption of the OECD Crypto-Asset Reporting Framework (CARF). The Ministry of Finance signed the CARF agreement on 21 July 2025, and it was ratified by Federal Decree No. 60 of 2026 on 4 May 2026. According to the ministry's readiness circular, crypto service providers are expected to start collecting user and transaction information from 1 January 2027, and the UAE plans its first automatic exchange of that information with other countries in 2028. The UAE still has no personal income tax.
