P2P in Türkiye: what the rules say

Türkiye brought crypto under its Capital Markets Law with Law No. 7518, published in the Official Gazette and in force on 2 July 2024. Crypto asset service providers now need a licence from the Capital Markets Board (SPK). Under the new Article 99/A, a platform based abroad that targets residents of Türkiye is providing an unauthorised service, and opening an office, running a Turkish-language website or marketing to residents each counts as targeting. The SPK gave such platforms until 2 October 2024 to end that activity, and it publishes two lists on its website: providers operating while they apply for a licence, and providers that declared they would wind down. CMS notes that unauthorised provision is punishable by three to five years in prison.

Spending crypto has been off limits for longer. A Central Bank of the Republic of Türkiye (CBRT) regulation that took effect on 30 April 2021 bans the direct or indirect use of crypto assets in payments, and bars payment and electronic money institutions from intermediating fund transfers to or from crypto trading platforms. Esin Attorney Partnership notes that the regulation did not prohibit trading itself.

How people pay: FAST bank transfer (Kuveyt Türk, Enpara, Akbank, Ziraat)

  • FAST is the CBRT's interbank instant payment system: İşbank describes it as sending money between banks within seconds, 24/7, inside limits the CBRT sets. Bloomberg HT reported that from 26 August 2026 the CBRT raised the FAST limit for money transfers from TRY 100,000 to TRY 300,000 per transaction, so a bigger order has to be split into several payments.
  • Kolay Adres (Easy Address) lets a seller receive FAST payments on a phone number, email or Turkish ID number linked to their account instead of an IBAN. Whichever identifier you pay to, the receiving name should match the seller's verified name on the order, and the paying account should be your own.

Tax and reporting

The crypto taxes proposed in 2026 were not enacted. An omnibus bill from the ruling AK Party would have added a 10% withholding on gains from transactions on SPK-regulated platforms, collected quarterly, and a 0.03% tax on crypto sales and transfers through service providers. During the General Assembly debate in late March 2026 those articles were withdrawn, with the ruling party saying they would be reconsidered, as Bloomberg HT and DHA reported.

What to watch

MASAK Communiqué No. 29, in force since 28 June 2025, applies to crypto asset service providers in Türkiye. Withdrawals to unregistered wallets or to foreign providers that do not share user data may only run 48 hours after the purchase, swap or deposit, or 72 hours for a first withdrawal; stablecoin withdrawals are capped at USD 3,000 a day and USD 50,000 a month, doubled where the travel rule is applied. Moving USDT from a Turkish exchange to a P2P desk abroad meets both limits.

Questions people ask

What is the USDT to TRY rate today?

Right now buying 1,000 USDT on P2P costs about 51.666 TRY per USDT (51,666 TRY in total). Selling 1,000 USDT gets about 52.850 per USDT. Updated 27 Oct 2026, 14:59 UTC.

Why is the P2P price different from the official exchange rate?

The official mid rate is 49.789 TRY per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 3.77% above the official rate at the moment.

Which platform is cheapest for USDT in Türkiye right now?

OKX P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for TRY.

Is crypto legal in Turkey?

Owning and trading crypto is legal, but paying with it is not, and platforms need a licence. Since a CBRT regulation took effect on 30 April 2021, crypto assets cannot be used directly or indirectly for payments. Law No. 7518, in force from 2 July 2024, requires crypto asset service providers to be licensed by the Capital Markets Board (SPK), and the SPK publishes lists of providers operating while they apply. Unauthorised provision can lead to three to five years in prison, according to CMS.

Is Binance banned in Turkey?

Turkish law does not ban any platform by name. Instead, Article 99/A of the Capital Markets Law, added by Law No. 7518, treats any platform based abroad that targets Turkish residents, for example through a Turkish-language website, local office or marketing, as an unauthorised provider. The SPK gave such platforms until 2 October 2024 to stop and lists the providers allowed to keep operating while they apply for a licence. Check the SPK's current list for the status of a specific platform.

What is the crypto tax rate in Turkey?

No crypto-specific tax rate was enacted in 2026. An omnibus bill from the ruling AK Party proposed a 10% withholding, collected quarterly, on gains from transactions on SPK-regulated platforms, plus a 0.03% tax on crypto sales and transfers through service providers. In late March 2026 the General Assembly removed those articles, and the party said they would be reconsidered, possibly in a later bill. Keep records of your P2P orders in case a crypto tax returns.
