P2P in Vietnam: what the rules say

Vietnam brought crypto into law in two steps. The Law on Digital Technology Industry took effect on 1 January 2026 and, as Vietnam Law & Legal Forum puts it, placed digital assets, including virtual assets and crypto-assets, inside a formal legal framework for the first time, with protection similar to physical property. Government Resolution 05/2025/NQ-CP of 9 September 2025 then opened a five-year pilot crypto market. Only enterprises licensed by the Ministry of Finance may organise trading, a licensee needs charter capital of at least VND 10 trillion, and offering, trading and payment must all be in Vietnamese dong.

The clause that matters for P2P users is about where domestic investors may trade. Six months after the Ministry of Finance licenses the first crypto-asset service provider, all crypto transactions by domestic investors must go through licensed providers. An investor who intentionally trades with an unlicensed provider can face an administrative sanction or, in serious cases, criminal liability.

How people pay: bank transfer over NAPAS 247 and VietQR

Nearly every dong ad asks for a bank transfer, often naming Vietcombank, BIDV, MB or another bank. Interbank transfers run on NAPAS 247, which lets a card or account holder send and receive money immediately, and VietQR transfers on the same network work 24/7 in real time with a ceiling of just under VND 500 million per transaction.

The catch is authentication. Under the State Bank of Vietnam's Decision 2345/QĐ-NHNN, since 1 July 2024 any individual electronic transfer above VND 10 million, or a day's transfers totalling more than VND 20 million, must pass biometric authentication. Without biometrics registered at your bank you cannot send a payment above those thresholds, so register before you open a large order rather than while the order timer runs. MoMo appears in a few ads too, but bank transfer is the norm.

Tax and reporting

Ministry of Finance Circular 32/2026/TT-BTC took effect on 27 March 2026 and applies for the pilot period. It sets personal income tax at 0.1% of the value of each crypto-asset transfer made through service providers, for residents and non-residents alike, and foreign organisations pay 0.1% corporate income tax on each transfer's revenue. Transfers and trading of crypto-assets are not subject to VAT. Resolution 05/2025 had set the interim principle that crypto is taxed like securities; Circular 32 supplies the detailed guidance for the pilot.

What to watch

The date the Ministry of Finance grants its first crypto-asset service provider licence starts the six-month countdown for domestic trading. After that, intentionally trading through an unlicensed platform exposes a domestic investor to the sanctions described above.

Questions people ask

What is the USDT to VND rate today?

Right now buying 1,000 USDT on P2P costs about 26,074 VND per USDT (26,074,089 VND in total). Selling 1,000 USDT gets about 26,235 per USDT. Updated 27 Oct 2026, 14:59 UTC.

Why is the P2P price different from the official exchange rate?

The official mid rate is 25,830 VND per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 0.95% above the official rate at the moment.

Which platform is cheapest for USDT in Vietnam right now?

Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for VND.

Is crypto legal in Vietnam?

Yes, as an asset. The Law on Digital Technology Industry, in force since 1 January 2026, recognises digital assets, including virtual assets and crypto-assets, and protects them much like physical property. Resolution 05/2025/NQ-CP of 9 September 2025 runs a five-year pilot market in which only Ministry of Finance-licensed enterprises may organise trading, all in Vietnamese dong. Six months after the first licence is granted, domestic investors must trade through licensed providers; intentionally using an unlicensed one can bring an administrative or criminal penalty.

Is Binance legal in Vietnam?

Vietnam's pilot rules do not name individual platforms. Under Resolution 05/2025/NQ-CP only enterprises licensed by the Ministry of Finance may organise crypto trading in Vietnam, and a licensee needs charter capital of at least VND 10 trillion. The resolution also says that six months after the Ministry grants the first licence, all crypto transactions by domestic investors must go through licensed providers. Check whether a platform holds that licence, and when the first licence was issued, before relying on it for dong trades.

Is there crypto tax in Vietnam?

Yes. Ministry of Finance Circular 32/2026/TT-BTC, effective 27 March 2026 for the pilot period, charges individuals personal income tax of 0.1% of the value of each crypto-asset transfer made through service providers, whether or not they are resident. Foreign organisations pay 0.1% corporate income tax on each transfer's revenue. Crypto transfers and trading are not subject to VAT, although related services that are not transfers still follow normal VAT rules.
