P2P in the Philippines: what the rules say
Two regulators share the ground here. The Securities and Exchange Commission (SEC) issued Memorandum Circulars Nos. 4 and 5 of 2025, its rules for crypto-asset service providers (CASPs). Anyone who runs an exchange, manages wallets or markets crypto assets to the Philippine public must be licensed first, hold at least PHP 100 million of paid-up capital excluding crypto, and keep a physical office in the country. The Bangko Sentral ng Pilipinas (BSP) separately licenses virtual asset service providers (VASPs), and moving pesos falls on its side of the line.
Binance shows how that split plays out. The SEC warned in November 2023 that Binance was not licensed to offer securities in the country, and in March 2024 asked the National Telecommunications Commission to block its website. On 19 June 2026 Cointelegraph reported that Binance now offers trading access through BlockShoals Technologies, a participant in the SEC's Strategic Sandbox. The BSP told the outlet that neither company is authorised as a VASP and that sandbox participation does not exempt anyone from licensing rules. BlockShoals' head of legal acknowledged that neither firm had applied for a VASP licence and said they do not move pesos. Check a platform's standing with both regulators before you rely on it.
How people pay: GCash, Maya, bank accounts
- GCash is the wallet peso sellers name most often. It is an e-money issuer, not a bank, so the Philippine Deposit Insurance Corporation's ₱1,000,000 cover does not apply to its balances, and it supports InstaPay for transfers to and from banks. Wikipedia's entry records fraud and scam reports targeting GCash users, mostly phishing: treat any request for your OTP or MPIN in the order chat as a scam.
- Maya publishes its limits in full. A Basic account has a ₱50,000 monthly wallet limit and an Upgraded account ₱100,000, and everything received during the month counts against that ceiling, so a Basic seller who has already taken in most of the month's allowance cannot accept a large payment. On every tier, money received from banks through InstaPay is capped at ₱50,000 per transaction, which is the figure to plan around when a bigger order is paid by InstaPay.
- Bank accounts at GoTyme Bank, BPI, SeaBank, CIMB and OwnBank also appear on many ads. Pay only from an account in your own verified name.
Tax and reporting
Tax treatment rests on general rules. PwC Philippines wrote in 2022 that the Bureau of Internal Revenue had not issued clear guidelines, so the general rule in Section 32(A) of the Tax Code, that gross income includes income from whatever source, governs. On that reading, crypto held as inventory produces ordinary income, while crypto held as a capital asset produces capital gains, and capital losses are deductible only up to capital gains. Keep each order's date, amount and rate so you can show either treatment.

Which platform is cheapest for USDT in the Philippines right now?
OKX P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for PHP.
Is Binance banned in the Philippines?
Binance was restricted, then came back in a different form. The SEC warned in November 2023 that it was not licensed to offer securities, and in March 2024 asked the National Telecommunications Commission to block its website. Cointelegraph reported in June 2026 that Binance offers trading access through BlockShoals Technologies inside the SEC's Strategic Sandbox, while the BSP said neither company is authorised as a virtual asset service provider. The platform was reachable when that report was published, but its status with both regulators can change.
Is crypto legal in the Philippines?
Yes, through licensed providers. The SEC's Memorandum Circulars Nos. 4 and 5 of 2025 require crypto-asset service providers that serve the Philippine public to be licensed, hold at least PHP 100 million of paid-up capital and keep a local office. The Bangko Sentral ng Pilipinas separately licenses virtual asset service providers, and peso transfers fall under its rules. Before trading, check that the platform you use holds the authorisation that matches what it does for you.
Is crypto income taxed in the Philippines?
Crypto income is taxable under general rules rather than a dedicated schedule. PwC Philippines noted in 2022 that the Bureau of Internal Revenue had not issued clear crypto guidelines, so Section 32(A) of the Tax Code, which counts income from whatever source, applies. Crypto held as inventory is treated as producing ordinary income, while crypto held as a capital asset produces capital gains, with capital losses deductible only against capital gains.
