P2P in Pakistan: what the rules say
The Virtual Assets Act, 2026 created the Pakistan Virtual Assets Regulatory Authority (PVARA) to license and supervise virtual asset service providers, and PVARA's Services Regulations were notified on 21 August 2026. PVARA's FAQ treats a firm as operating "in or from Pakistan" when it onboards people in Pakistan through local payment rails or offers services in PKR, which describes an offshore P2P desk quoting rupees. Firms already active on or before 5 March 2026 had to apply for a no objection certificate (NOC) by 5 September 2026 or cease operations under Section 70 of the Act. PVARA's news page records NOCs for Binance and HTX dated 12 December 2025. An NOC is a preliminary approval: the full VASP licence comes only after Financial Monitoring Unit registration and local incorporation.
Banking rules changed in the same year. The State Bank of Pakistan's BPRD Circular Letter No. 10 of 14 April 2026 replaced its 2018 circular prohibiting dealings in virtual currencies. Banks may now open accounts for PVARA-licensed VASPs, but only segregated, rupee-denominated client money accounts with no cash deposits or withdrawals, and NOC holders get limited-purpose accounts until they are licensed. The circular deals with accounts held by licensed firms; it is silent on individuals paying each other for a P2P order.
How people pay: Easypaisa, bank transfer and Raast, SadaPay
- Easypaisa is the method Pakistani sellers list most often. Its FAQ sets separate daily, monthly and yearly sending and receiving limits by account level, raised through a hand scan in the app, so an order can fail on the seller's receiving cap as well as on your sending cap. Five transfers a month to other Easypaisa accounts are free; the 6th to 10th cost 1% and later ones 2%, tax included.
- Bank transfer and Raast: Easypaisa's own FAQ calls Raast Pakistan's first instant payment system and says Raast transfers are free of cost for individuals; you send to the seller's Raast ID.
- SadaPay caps all incoming credits at PKR 400,000 per month, resetting on the 1st, and wallet balances at PKR 2,500,000. Its help centre says biometric verification (BVS) is now mandatory and that the PKR 400,000 incoming limit applies once BVS is done. Ask a SadaPay seller whether the account can still receive your amount this month before you pay.
Tax and reporting
No crypto-specific tax rule is in force yet. Pre-budget proposals for 2026-27 would have brought crypto gains under Section 37 of the Income Tax Ordinance, 2001, but LSE Business Review notes that the Finance Bill, 2026 stayed silent on the point. Keep order records in case a later budget adds one.
What to watch
PVARA maintains a public register of licensees, and each licensee must publish its licence number and authorised categories on its own website. Compare a platform's claims about its Pakistani status with that register.

Which platform is cheapest for USDT in Pakistan right now?
Bitget P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for PKR.
Is Binance P2P legal in Pakistan?
Pakistan regulates platforms through the Virtual Assets Act, 2026 and its regulator PVARA. PVARA's news page lists a no objection certificate for Binance dated 12 December 2025. An NOC is a preliminary approval; a full licence follows only after Financial Monitoring Unit registration and local incorporation. PVARA's regulations treat a platform as operating in Pakistan when it serves users here in PKR or through local payment rails. The licensing duty falls on anyone providing these services by way of business, so check PVARA's public register for a platform's current status before you trade.
Is crypto legal in Pakistan?
Yes, within a licensing framework. The Virtual Assets Act, 2026 set up PVARA to license and supervise virtual asset service providers, and its regulations came into force on 21 August 2026. The State Bank of Pakistan's BPRD Circular Letter No. 10 of 14 April 2026 replaced the 2018 circular that barred banks from virtual currency dealings, and now allows banks to open accounts for PVARA-licensed providers under strict conditions. Platforms that were operating before 5 March 2026 had to apply for an NOC by 5 September 2026 or stop.
Is there crypto tax in Pakistan?
There is no crypto-specific tax rule in force yet. Before the 2026-27 budget, officials discussed bringing crypto gains under Section 37 of the Income Tax Ordinance, 2001, but LSE Business Review reports that the Finance Bill, 2026 did not address it. That could change in a later budget, so keep records of every P2P order, the rate you paid and the payment receipts, so you can work out gains if a rule is introduced.
