P2P in Saudi Arabia: what the rules say
Saudi Arabia has never passed a crypto law, and its formal position is still a warning. On 12 August 2018 the standing committee on unauthorised Forex dealing, which includes the Saudi Central Bank (SAMA), said through the Capital Market Authority (CMA) that virtual currencies such as Bitcoin are not approved as official currency in the Kingdom and that no party or individual is licensed by the Kingdom's regulators to deal in them. The committee pointed to regulatory, security and market risks, fictitious contracts and transfers of money to unknown parties.
A review by the Law Library of Congress, published in January 2025, found the picture unchanged as of December 2024: no specific legislation, no explicit prohibition, and no formal legal recognition. It adds that the Ministry of Finance issued a similar warning in 2019 and that local financial institutions do not trade crypto. For a P2P user, that means no Saudi licence stands behind any of the riyal ads in the table above.
How people pay: bank transfer over sarie (Al Rajhi, SNB, Alinma, Riyad Bank), Barq, STC Pay
- Bank transfer between Saudi banks runs on sarie, the instant payment system SAMA launched on 21 February 2021. SAMA's launch circular requires banks to apply a single transaction limit and a separate quick transfer limit for payments to a beneficiary you have not yet activated, and caps the fee at half a riyal for transfers of SAR 500 or less and one riyal above that. For a large order, add and activate the seller as a beneficiary before you open it, so the quick transfer limit does not stop the payment.
- Barq holds an e-wallet licence from SAMA, announced on 22 January 2024 under the English spelling "Barraq"; with it, SAMA counted 27 licensed payment companies.
- STC Pay has become STC Bank. Argaam reported that stc received SAMA's approval on 28 January 2025 to start the bank's operations, built on the stc pay wallet that SAMA had licensed in 2020.
Tax and reporting
PwC's Saudi tax summary, last reviewed on 29 July 2026, says there is no individual income tax scheme in Saudi Arabia, and earnings derived only from employment are not taxed. Income from other activities is taxed as an entity or permanent establishment under the corporate rules, which is the part to check if P2P trading turns into a business.

Questions people ask
What is the USDT to SAR rate today?
Right now buying 1,000 USDT on P2P costs about 3.820 SAR per USDT (3,820 SAR in total). Selling 1,000 USDT gets about 3.831 per USDT. Updated 27 Oct 2026, 15:00 UTC.
Why is the P2P price different from the official exchange rate?
The official mid rate is 3.750 SAR per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 1.87% above the official rate at the moment.
Which platform is cheapest for USDT in Saudi Arabia right now?
Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for SAR.
Is crypto legal in Saudi Arabia?
It is neither banned nor recognised. A Law Library of Congress review published in January 2025 found that Saudi Arabia had no specific crypto legislation, that crypto was not explicitly prohibited, and that it lacked formal legal recognition, with local financial institutions not trading it. The standing committee that includes SAMA warned in August 2018 that virtual currencies are not approved as official currency and that no one is licensed by Saudi regulators to deal in them, and the Ministry of Finance repeated the warning in 2019.
Is Binance P2P legal in Saudi Arabia?
Saudi law does not address P2P platforms by name. The 2018 statement published by the Capital Market Authority says no party or individual is licensed by the Kingdom's regulators for such practices, and the Law Library of Congress found no specific crypto legislation as of December 2024. A riyal P2P order is therefore a private trade between two users with no Saudi licensing or investor protection behind it, which is the risk the 2018 warning describes.
Is there crypto tax in Saudi Arabia?
For individuals, generally no. PwC's Saudi tax summary, reviewed in July 2026, says the Kingdom has no individual income tax scheme and that earnings derived only from employment are not taxed. Income from other activities is taxed as an entity or permanent establishment under the corporate rules, so occasional personal trades and P2P trading run as a business can be treated differently. If you trade often or at scale, check the corporate rules that would apply to that activity before assuming it is untaxed.
