P2P in Bolivia: what the rules say
Banco Central de Bolivia (BCB) Board Resolution 082/2024 of 25 June 2024 repealed Resolution 144/2020 and allowed electronic payment channels and instruments to be used for buying and selling virtual assets, a decision taken with the supervisor ASFI and the financial intelligence unit UIF. The BCB stresses that the boliviano is the only legal tender, that a virtual asset is not cash and nobody has to accept it, and that users carry the risks. A year on, the BCB published volumes traded on Binance, using Binance's own figures: USD 294 million in the first half of 2025, up from USD 46.5 million a year earlier.
Supreme Decree 5384 of 7 May 2025 then defined virtual asset service providers (PSAV) and requires financial-technology companies, including those offering virtual asset services, to incorporate as financial entities and obtain an ASFI licence. ASFI issued its fintech regulation, Resolution 540/2025, on 3 July 2025.
The exchange-rate regime changed on 26 June 2026. Under Ministry of Economy Resolution 245 the country moved to a flexible regime, and BCB Board Resolution 88/2026 now fixes the official rate (TCO) each business day as the weighted average of dollar purchases that banks make from their clients, published at 20:00 for the following day. Banks may not sell dollars for more than the TCO plus 10 centavos.
How people pay: Banco Unión, Banco Económico, Banco Ganadero and QR
- Bank transfers to Banco Unión, Banco Económico, Banco Ganadero, BCP and BNB accounts make up most boliviano ads.
- QR payments became an official instrument through BCB Resolution 137/2019, which opened the way for one interoperable QR across financial institutions. The receiver generates a code with the amount, holder name and account; the payer scans it, checks the details and confirms, and both get a notification within seconds.
- QR risks, as ASFI lists them: swapped codes that divert payments, doctored digital receipts, scanning the wrong code or typing the wrong amount, and failed or duplicated operations. ASFI advises checking that the recipient name on screen is right, scanning only from the receiver's own device or poster rather than a forwarded image, and confirming the credit in your movements and balance. For a P2P seller that means never releasing USDT on the strength of a receipt image alone.
Tax and reporting
For individuals, PwC's tax summary for Bolivia, last reviewed on 21 July 2026, says capital gains are not subject to tax as such, while the RC-IVA regime taxes income that individuals obtain from investing their capital, their work, or both. Keep each order's bank or QR receipt with the date and amount.
