P2P in Brazil: what the rules say

Brazil's crypto statute is Law 14,478 of 21 December 2022, and the Banco Central do Brasil (BCB) has now filled in the detail. On 10 November 2025 it issued three resolutions: 519 on the authorisation process, 520 on how virtual asset service providers (sociedades prestadoras de serviços de ativos virtuais) are set up and run, and 521 on bringing parts of their business into the foreign-exchange rules. Resolution 520 took effect on 2 February 2026. Resolution 521 applies from the same date, with a few provisions from 4 May 2026, and it lists the purchase, sale or exchange of virtual assets referenced to a fiat currency, which Resolution 520 defines as stablecoins, among the operations handled inside the FX framework, together with international crypto transfers and moves to or from self-custody wallets.

Users are starting to see the effect. In a notice dated 2 October 2026, Binance told Brazilian users that from 1 November 2026 they must give the purpose of the transfer and identify the counterparty whenever crypto goes to or comes from an account or wallet outside Brazil, and that this information is reported to the BCB every month. Transfers to counterparties not authorised in the FX market are capped at USD 100,000 per transaction; transfers within Brazil do not change.

Which platforms quote reais here

When this section was written on 27 October 2026, Binance P2P showed no BRL advertisements in our feed, on either the buy or the sell side, and HTX has no BRL market. The BRL figures above therefore come from Bybit, OKX and Bitget. The platform table shows the current state, so check it before assuming any one exchange has sellers for reais.

How people pay: Pix, Skrill, Neteller

Pix, the instant payment system created and run by the BCB since November 2020, is the bank rail that BRL ads name; it settles around the clock, including weekends and holidays, and is free between individuals. Two Pix features matter for P2P. Since 2021 the BCB has applied a lower limit to transfers made at night, introduced as a defence against express kidnappings, so a large evening order may not go through in one payment. And the Mecanismo Especial de Devolução (MED), live since 16 November 2021, lets a fraud victim ask their bank for a refund within 80 days, though it only works while the money is still in the receiving account. A handful of ads accept Skrill or Neteller instead.

Tax and reporting

Receita Federal's Instrução Normativa 2,291/2025 created the DeCripto declaration, filed monthly through e-CAC from July 2026 and replacing the regime of IN 1,888/2019. Residents must file when they use foreign exchanges or other platforms, or when their operations exceed R$35,000 in a month, up from the old R$30,000 threshold. The tax rules did not change: capital gains tax still applies, sales of up to R$35,000 a month remain exempt, and holdings still go in the annual income tax return.

Questions people ask

What is the USDT to BRL rate today?

Right now buying 1,000 USDT on P2P costs about 5.330 BRL per USDT (5,330 BRL in total). Selling 1,000 USDT gets about 5.316 per USDT. Updated 27 Oct 2026, 14:58 UTC.

Why is the P2P price different from the official exchange rate?

The official mid rate is 4.995 BRL per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 6.71% above the official rate at the moment.

Which platform is cheapest for USDT in Brazil right now?

Bybit P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for BRL.

Is Binance P2P available in Brazil?

When this page's local section was written on 27 October 2026, our feed showed no Binance P2P advertisements for BRL on either side, so the BRL prices here came from Bybit, OKX and Bitget. Binance still serves Brazilian users in other ways: on 2 October 2026 it told them that, from 1 November 2026, international crypto deposits and withdrawals will require the purpose of the transfer and details of the counterparty, under Central Bank Resolution 521. Check the platform table above for the live situation.

Is crypto legal in Brazil?

Yes. Law 14,478 of 2022 sets the legal basis, and the Banco Central do Brasil supervises crypto service providers. Its Resolutions 519, 520 and 521 of 10 November 2025 cover authorisation, how providers must be organised and run, and how crypto fits into foreign-exchange rules; Resolution 520 took effect on 2 February 2026. Under Resolution 521, a provider buying, selling or swapping stablecoins with its clients is treated as part of the FX framework, and international crypto transfers are reported to the central bank.

Is there crypto tax in Brazil?

Yes. Gains on crypto are subject to capital gains tax, but sales of up to R$35,000 in a month are exempt, and holdings must be listed in the annual income tax return. Reporting changed in 2026: Receita Federal's IN 2,291/2025 created the monthly DeCripto declaration, filed through e-CAC from July 2026. Residents must file it when they use foreign exchanges or other platforms, or when their monthly operations exceed R$35,000. Keep Pix receipts and order records for every P2P trade.
