P2P in the Dominican Republic: what the rules say
The Banco Central de la República Dominicana (BCRD) has issued two statements on crypto, on 27 June 2017 and again on 30 September 2021. As the tax authority DGII summarised them in a December 2021 ruling, assets such as Bitcoin, Ethereum and Binance Coin are not regulated or supervised, enjoy no legal protection under current law, and do not count as foreign currency under the exchange regime because no central bank issues them. Nor are they legal tender: the Constitution makes the Dominican peso the national currency, and the Payment System Regulation repeats that crypto is not guaranteed as a means of payment. The securities regulator, the SIMV, does not supervise them either.
A change may be coming. On 16 March 2026 deputy Carlos De Pérez filed a bill titled "Law on the Prevention, Control and Regulation of Cryptocurrencies" with the Chamber of Deputies. It is a proposal, not law, and the rules above still apply.
How people pay: Banco BHD, Banreservas, Banco Popular, Qik
- Bank transfers to accounts at BHD, Banreservas, Banco Popular and the digital bank Qik make up most DOP ads; wallets barely feature.
- Pagos al Instante is the BCRD service that moves money between different banks. Diario Libre reported in 2022 that it credits funds within a maximum of eight minutes and runs from 7:00 to 23:00 every day, with a pause from 16:00 to 18:30 on weekdays, and that payments ordered outside those hours take effect at 8:00 on the next working day. Banks charge a fixed fee for it, never a percentage. An evening transfer to another bank can therefore sit until morning, so agree the timing with the seller before you open the order.
- A faster rail is in the works: Acento reported in 2026 that the BCRD is implementing an instant payment system with transfers in seconds, 24/7 availability and simple aliases in place of account numbers.
Tax and reporting
In the same December 2021 ruling the DGII said crypto trading and investment have no specific regulation or tax treatment. Once a holder turns crypto into cash, including through exchanges with third parties, the income counts as taxable under articles 267, 268 and 297 of the Tax Code, because it increases the holder's wealth. Whether ITBIS, the local VAT, applies would only be weighed once monetary authorities recognise the asset. Keep the bank receipt and order record for every sale.

Questions people ask
What is the USDT to DOP rate today?
Right now buying 1,000 USDT on P2P costs about 62.364 DOP per USDT (62,364 DOP in total). Selling 1,000 USDT gets about 62.308 per USDT. Updated 27 Oct 2026, 14:57 UTC.
Why is the P2P price different from the official exchange rate?
The official mid rate is 61.330 DOP per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 1.69% above the official rate at the moment.
Which platform is cheapest for USDT in the Dominican Republic right now?
Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for DOP.
Is crypto legal in the Dominican Republic?
Crypto is unregulated rather than banned. The central bank said in 2017 and again on 30 September 2021 that assets such as Bitcoin are not regulated or supervised, have no recognised legal protection, are not legal tender and do not count as foreign currency, so their use as a means of payment is not guaranteed. The securities regulator does not supervise them. A bill to regulate cryptocurrencies was filed in the Chamber of Deputies on 16 March 2026 but has not become law.
Is Binance legal in the Dominican Republic?
No Dominican authority regulates or supervises crypto platforms, so none holds a local crypto licence; the central bank's position is that crypto assets are unregulated and that buyers act without legal protection. People trade USDT for pesos on exchanges such as Binance and pay through ordinary bank transfers between BHD, Banreservas, Banco Popular and other banks. If the bill filed on 16 March 2026 becomes law, that position could change.
Is there crypto tax in the Dominican Republic?
Yes, on what you cash out. In a ruling dated 23 December 2021 the DGII said crypto has no specific tax treatment, but once crypto is converted into cash, including through exchanges with third parties, the income is taxable under articles 267, 268 and 297 of the Tax Code because it increases the holder's wealth. The DGII left the question of ITBIS open until monetary authorities recognise the asset. Keep the bank receipt for each sale.
