P2P in Iraq: what the rules say
The Central Bank of Iraq (CBI) runs no licensing scheme for crypto, and its published line is restrictive. On 30 March 2022 it decided to prohibit the use of payment cards and electronic wallets for speculation and trading in digital currencies of every kind. The same decision told licensed banks and non-bank financial institutions to warn their customers, tying the instruction to the due-diligence duties in Anti-Money Laundering and Counter-Terrorism Financing Law No. 39 of 2015. It also recalled a CBI warning of 11 November 2021 that digital currencies are not subject to any legal, regulatory or technical controls in Iraq.
Enforcement has been sharpest in the Kurdistan Region. In June 2025 the Kurdistan Regional Government set up an interior ministry committee empowered to close crypto and foreign exchange companies, after an alleged crypto fraud in Duhok province reported by AGBI. AGBI also quotes the CBI as saying it does not license companies that trade in stocks, metals or cryptocurrencies.
How people pay: SuperQi, Al-Rafidain QiServices, First Iraqi Bank
- SuperQi and Al-Rafidain QiServices both sit on the Qi Card network of International Smart Card (ISC), founded in 2007 as a public-private partnership in which Rafidain Bank represents the state. Qi calls ISC the largest card issuer and acquirer in Iraq; the card was built for state employees, pensioners and welfare recipients, and SuperQi is its app for transfers and point-of-sale payments. Paying a dinar seller through either one is the card and e-wallet use that the CBI's 2022 decision prohibits.
- First Iraqi Bank (FIB) opens accounts fully online. Its 2026 fee schedule charges 0.1% on transfers between FIB accounts, but 0.3% (minimum 1,000 dinars) on dinar transfers that arrive from other banks through the Iraqi Payment System's clearing (ACH). An FIB-to-FIB payment is therefore the cheaper route when the seller banks there too.
- ZainCash and FastPay appear in a smaller share of ads; the chips above show how many sellers currently accept each.
Tax and reporting
With the CBI treating digital currencies as outside any Iraqi legal framework, there is no crypto-specific tax treatment. The general rules are wide: PwC's Iraq summary, last reviewed on 24 June 2026, says all income derived from Iraq is taxable whatever the recipient's residence, and that residents' profits from trading in currencies, precious metals and securities are taxable when they arise from funds and deposits held in Iraq. Individual rates step up from 3% to 15%.
What to watch
The 2022 decision is addressed to the banks and payment companies that run these accounts, under their anti-money-laundering duties. Keep that in mind before routing large or repeated orders through one Qi, FIB or ZainCash account.

The official mid rate is 1,517 IQD per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 11.80% above the official rate at the moment.
Which platform is cheapest for USDT in Iraq right now?
OKX P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for IQD.
Is crypto legal in Iraq?
Iraq has no law that licenses crypto, and the Central Bank of Iraq treats it as unregulated. In November 2021 the CBI warned that digital currencies are not subject to any legal, regulatory or technical controls in Iraq, and on 30 March 2022 it banned the use of payment cards and e-wallets for speculation and trading in digital currencies. The CBI also says it does not license companies trading in cryptocurrencies, and in June 2025 the Kurdistan Regional Government formed a committee to close crypto and foreign exchange firms.
Is Binance available in Iraq?
Binance P2P carries Iraqi dinar ads, and the platform table above shows how many are live and how Binance compares with OKX, Bybit and the others right now. Whether a platform lists dinars is a separate question from Iraqi rules: the Central Bank of Iraq does not license crypto platforms, and its March 2022 decision bans using payment cards and e-wallets to trade digital currencies. Most dinar ads ask for payment through Qi Card services, First Iraqi Bank or ZainCash, which are the kinds of accounts that decision covers.
How to buy USDT in Iraq?
On a P2P market you choose a seller's ad priced in dinars, send the payment through the method the ad names, and the platform releases the USDT from escrow once the seller confirms receipt. The order-size cards above show what a real order costs. Before you pay, note that the Central Bank of Iraq's March 2022 decision prohibits using payment cards and e-wallets for trading digital currencies, and that SuperQi, Al-Rafidain QiServices, FIB and ZainCash are the methods most Iraqi sellers request.
