P2P in Jordan: what the rules say
Jordan replaced its old prohibition with a licensing regime. Law No. 14 of 2025, the Law Regulating Dealings in Virtual Assets, was published in the Official Gazette on 16 June 2025 and took effect on 14 September 2025. Licensing sits with the Jordan Securities Commission (JSC), which has published the Virtual Asset Service Providers Licensing Regulation No. 94 of 2025 under the Law. Al Tamimi & Company points out that the Law reaches foreign operators that actively target Jordanian customers: accepting dinars or marketing to residents triggers the JSC licence requirement wherever the platform's servers and companies are. Unlicensed activity is a crime, carrying one to three years in prison and fines of JOD 50,000 to 100,000.
Payments stay with the Central Bank of Jordan (CBJ), which keeps exclusive authority over virtual assets used for payment. Providers cannot facilitate payments until the CBJ issues instructions allowing it, and the firm reported in February 2026 that this had yet to happen.
How people pay: CliQ, Zain Cash, Orange Money
- CliQ, which the Jordan Payments and Clearing Company (JoPACC) launched in June 2020, moves money instantly and around the clock between accounts at participating banks, Arab Bank and Bank al Etihad among them, and to and from mobile wallets. You pay to the alias the seller registered, which can be a name, a mobile number or an email format, instead of typing an IBAN. JoPACC says participating banks currently offer CliQ free of charge.
- Zain Cash and Orange Money are mobile wallets on JoPACC's JoMoPay switch, which has worked with CliQ since its December 2021 upgrade. JoPACC caps a personal wallet at JOD 2,000 per transaction for transfers, cash-in and cash-out, and each resident may open at most two wallets, so a large order paid by wallet has to be split.
- Name check: wallets offer payee confirmation, which shows the recipient's full name, where the recipient has consented, before you send. Compare it with the seller's verified name on the exchange. Return Payments lets someone who received money by mistake send it back, but that depends on the recipient acting.
Tax and reporting
Jordan taxes income arising in or from the Kingdom at progressive personal rates that start at 5%, and capital gains generated within Jordan are exempt except gains on depreciable assets, according to PwC's tax summary last reviewed on 5 July 2026. Licensed providers are also "notifying entities" under the Anti-Money Laundering and Terrorist Financing Law No. 20 of 2021, with customer due diligence and suspicious-transaction reporting duties.
