P2P in Sri Lanka: what the rules say

The Central Bank of Sri Lanka (CBSL) has never licensed a crypto business. Its public notice of 12 July 2022 repeated what earlier releases in 2018 and 2021 had said: the CBSL has not authorised any entity to run virtual currency schemes, initial coin offerings, mining operations or virtual currency exchanges, so virtual currencies have no regulatory oversight or safeguards in the country. On 29 March 2023 it went further, describing cryptocurrencies as unregulated instruments that are not recognised as an asset class and are not legal tender, and warning that crypto running through informal channels can cost the country valuable foreign currency.

A framework is now being assembled. On 8 July 2026 the Daily FT reported that amendments to the Financial Transactions Reporting Act before Parliament would make virtual asset service providers (VASPs) reporting institutions, with the same customer due diligence, record-keeping and suspicious-transaction duties as banks, as an interim step before Sri Lanka's next FATF evaluation. Officials told Parliament's Committee on Public Finance that no authority currently licenses crypto service providers. On 28 July 2026 the Cabinet approved a proposal to introduce legal provisions for regulating virtual assets and their service providers, after a sub-committee recommended the Securities and Exchange Commission of Sri Lanka as the regulator, Newswire reported.

How people pay: bank transfer and CEFTS, cash deposit

  • Bank transfer is the label on almost every rupee ad, written either generically or as "Bank Transfer (Sri Lanka)". Between banks, LankaPay's Common Electronic Fund Transfer Switch (CEFTS) moves up to Rs. 5 million in real time, 24 hours a day and every day of the year, through internet or mobile banking, ATMs or branch counters. CEFTS operates under CBSL supervision, and the central bank caps what banks may charge customers for it.
  • Cards are ruled out. Under Directions No. 03 of 2021 issued under the Foreign Exchange Act, No. 12 of 2017, debit and credit cards may not be used for payments related to virtual currency transactions, so pay by account transfer rather than by card.
  • Cash Deposit to Bank appears in a few ads, as the chips above show.

Tax and reporting

Sri Lanka has not yet decided how to tax crypto. When members of the Committee on Public Finance raised taxation in July 2026, CBSL officials answered that whether and how virtual assets should be recognised, licensed or taxed would need Government decisions beyond the FATF-driven amendments. The Inland Revenue Department sits on the committee preparing the wider framework, alongside the CBSL and the Financial Intelligence Unit.

What to watch

Once the reporting amendments take effect, VASPs will have to verify customers and report suspicious transactions as banks do, and the Securities and Exchange Commission is the proposed licensing body under the Cabinet's July 2026 decision.

Right now buying 1,000 USDT on P2P costs about 339.61 LKR per USDT (339,609 LKR in total). Selling 1,000 USDT gets about 339.16 per USDT. Updated 27 Oct 2026, 14:58 UTC.

Why is the P2P price different from the official exchange rate?

The official mid rate is 332.17 LKR per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 2.24% above the official rate at the moment.

Which platform is cheapest for USDT in Sri Lanka right now?

Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for LKR.

Is Binance P2P legal in Sri Lanka?

No crypto platform is licensed in Sri Lanka. The Central Bank of Sri Lanka has said it has not authorised any virtual currency exchange, and it bars debit and credit cards from crypto payments under Directions No. 03 of 2021, which is why rupee ads on Binance P2P and other platforms ask for bank transfers. Rules are coming: in July 2026 the Cabinet approved a proposal to regulate virtual asset service providers, with the Securities and Exchange Commission proposed as regulator.

Is crypto legal in Sri Lanka?

Crypto is unregulated rather than licensed. The Central Bank of Sri Lanka says cryptocurrencies are not legal tender, are not recognised as an asset class and have no regulatory safeguards, and it has authorised no exchange, mining operation or coin offering. Amendments to the Financial Transactions Reporting Act will make virtual asset service providers reporting institutions, and in July 2026 the Cabinet approved a plan for a full regulatory framework, with taxation still a decision for the Government.
