P2P in Peru: what the rules say

Peru's rules for crypto platforms come from the banking superintendency, the SBS, writing for the financial intelligence unit, UIF-Perú. Resolution SBS 02648-2024, published in El Peruano on 1 August 2024, sets the anti-money-laundering standard for virtual asset service providers (PSAV) domiciled or incorporated in Peru. It covers both individuals running a business and companies, if they exchange crypto for soles or for other crypto, transfer it, or hold it for others. Providers had 120 days to put their prevention system in place.

Each provider must keep a confidential register of operations that logs every cash operation, whatever the amount, and every non-cash operation of USD 1,000 or more, and must report suspicious operations to UIF-Perú. The chapter on the travel rule, under which originator and beneficiary data must accompany crypto transfers, entered into force two years after publication, in August 2026.

How people pay: Yape, Plin, bank transfers

  • Yape limits each payment to S/ 500. Yape BCP and Yape DNI accounts can send S/ 2,000 a day in total, or S/ 500 or S/ 950 if the user lowered the limit, and Yape accounts linked to other financial entities only S/ 500 a day. An order worth more than that takes several yapeos, possibly over more than one day.
  • Plin and banks: Yape can pay Plin users and accounts at banks, cajas and financieras without fees, but Yape says these transfers can take a few minutes to arrive. A seller paid from another app should wait for the credit to land before releasing USDT.
  • Fake confirmations: Yape warns that scammers show a fake yapeo confirmation screen to make you think money was sent. Check the Movements screen, where yapeos appear immediately, or your balance. Yape cannot reverse a payment sent to the wrong person; it can only message the recipient, and getting the money back depends on that person's goodwill.
  • BCP, Interbank, Scotiabank and BBVA transfers make up most bank-transfer ads.

Tax and reporting

SUNAT has not issued a crypto-specific rule. In July 2023 Gestión reported a SUNAT statement that Peru's legal system has no specific regulation for trading cryptocurrencies, and the agency declined to answer the queries it had received on the subject. In April 2025, SUNAT head Víctor Mejía said the agency was assessing income tax on crypto gains through a new capital-income provision, La República reported. Keep a dated record of each order and its Yape or bank receipt in case that provision arrives.

Is crypto legal in Peru?

Yes. Peru regulates crypto providers through its anti-money-laundering system. Resolution SBS 02648-2024, published on 1 August 2024, applies to virtual asset service providers domiciled or incorporated in Peru that exchange, transfer or hold crypto for others, including individuals doing it as a business. They must log cash operations of any size and non-cash operations of USD 1,000 or more, and report suspicious operations to UIF-Perú. Its travel-rule chapter took effect in August 2026.

Does Binance report to SUNAT?

Peru's crypto-specific reporting rule, Resolution SBS 02648-2024, runs to UIF-Perú, the financial intelligence unit. Under it, providers domiciled or incorporated in Peru keep a register of operations and report suspicious activity to UIF-Perú. On tax, SUNAT said in 2023 that Peruvian law has no specific regulation for crypto trading, and in April 2025 its head said it was assessing income tax on crypto gains as capital income. Keep your own records of every P2P order.

Does Binance accept Yape?

On P2P, Yape is the method named most often in the Peruvian sol ads we collect, with Plin next. You pay the seller's Yape directly, so the wallet's limits apply: S/ 500 per payment and S/ 2,000 a day for Yape BCP and Yape DNI accounts, or S/ 500 a day for accounts linked to other entities. Yape warns about fake confirmation screens, so a seller should confirm the yapeo in Movements before releasing USDT.
