P2P in Qatar: what the rules say
Qatar keeps cryptocurrencies outside its regulated system. On 26 December 2019 the Qatar Financial Centre Regulatory Authority (QFCRA) said virtual asset services may not be conducted in or from the Qatar Financial Centre, covering the exchange of crypto for fiat money, its transfer and safekeeping, and related financial services, as law firm Charltons records. The QFC's Digital Asset Regulations of 2024 allow tokenised real-world assets but class cryptocurrencies, stablecoins and central bank digital currencies as "Excluded Tokens", which leaves USDT outside the framework.
Enforcement has drawn criticism. The FATF and MENAFATF mutual evaluation of Qatar, published on 31 May 2023, faulted Qatar Central Bank (QCB) for making little effort to enforce its own rules prohibiting virtual asset service providers, Cointelegraph reported. The QFCRA's 2019 alert had warned that any firm providing or facilitating crypto exchange in the QFC would face penalties.
How people pay: Fawran, QNB, QIB, Doha Bank
- Fawran, the QCB's instant payment service, launched in March 2024 and runs 24/7 inside banking apps. Both sender and receiver must register, and before the sender confirms, the beneficiary's registered details are verified centrally and shown on screen. At launch the QCB capped a single transfer at QR50,000, subject to later review.
- QNB's Fawran limits are lower. Payments go to a Qatari mobile number, IBAN or alias; through the mobile app the limit is QR10,000 per transfer and QR20,000 a day, or QR15,000 and QR50,000 on a trusted device, with at most 15 transfers a day. QNB charges QR0.50 for a transfer up to QR1,000 and QR2 above that.
- Name match: compare the beneficiary name Fawran displays with the seller's verified name on the exchange before you confirm. Accounts at QNB, Qatar Islamic Bank (QIB) and Doha Bank appear most often on riyal ads.
Tax and reporting
Qatar does not tax employed individuals' salaries, wages and allowances, and individuals' capital gains on real estate and securities are exempt when those assets are not part of a taxable activity, according to PwC's tax summary last reviewed on 17 September 2026. A self-employed person with qualifying income from Qatari sources can be taxed.

Questions people ask
What is the USDT to QAR rate today?
Right now buying 1,000 USDT on P2P costs about 3.777 QAR per USDT (3,777 QAR in total). Selling 1,000 USDT gets about 3.721 per USDT. Updated 27 Oct 2026, 14:59 UTC.
Why is the P2P price different from the official exchange rate?
The official mid rate is 3.640 QAR per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 3.76% above the official rate at the moment.
Which platform is cheapest for USDT in Qatar right now?
Binance P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for QAR.
Is crypto legal in Qatar?
Qatar does not regulate cryptocurrencies as permitted assets. The QFC Regulatory Authority said in December 2019 that virtual asset services, including crypto-to-fiat exchange, transfer and custody, may not be conducted in or from the Qatar Financial Centre. The QFC's 2024 Digital Asset Regulations cover tokenised real-world assets only and treat cryptocurrencies and stablecoins such as USDT as excluded tokens. The FATF noted in 2023 that Qatar Central Bank has rules prohibiting virtual asset service providers.
Is Binance banned in Qatar?
No crypto exchange is licensed in Qatar. The QFCRA's 2019 alert bars virtual asset services in or from the Qatar Financial Centre and warned of penalties for firms that provide or facilitate crypto exchange there, and the FATF's 2023 evaluation referred to QCB rules prohibiting virtual asset service providers while criticising weak enforcement. A platform being reachable from Doha says nothing about its standing with Qatari regulators, so treat any riyal P2P order as outside their protection.
Is there crypto tax in Qatar?
Qatar does not tax employed individuals' salaries, and individuals' capital gains on real estate and securities are exempt when those assets are not part of a taxable activity, according to PwC's summary reviewed in September 2026. A self-employed person with qualifying Qatari-source income can be taxed. The tax position is separate from the regulatory one: Qatar's regulators still keep crypto exchange outside the licensed system.
