P2P in Tanzania: what the rules say

The Bank of Tanzania (BoT) has never licensed crypto. Its public notice of November 2019 advised the public against trading, marketing and using virtual currencies because doing so is contrary to existing foreign exchange regulations. It reminded readers that, under Sections 26 and 27 of the Bank of Tanzania Act, 2006, only the BoT may issue banknotes and coins and declare legal tender, and it described virtual currencies as not legally authorised in Tanzania.

Two later developments point the other way. The Finance Act, 2024 brought digital assets into the income tax system, and on 13 December 2024 the High Court, in Yellow Card Tanzania Limited v. Nyamwero Michael Nyamwero (Commercial Case No. 12171 of 2024), enforced a USD 1.193 million settlement between a crypto trading company and a former employee. According to the law firm Bowmans, the court reasoned that parties dealing in digital assets have been paying tax under the tax laws, so their transactions cannot be declared illegal. Bowmans reads the ruling as a call for a framework to register, license and supervise virtual asset service providers, which Tanzania does not yet have.

How people pay: M-Pesa, Tigo Pesa, Airtel Money, CRDB Bank

  • M-Pesa (Vodacom) leads the ad list. Vodacom's customer limits, set under the BoT's electronic money regulations, depend on the KYC tier. A Tier 1 account can send at most TZS 1,000,000 per transaction and per day and hold TZS 2,000,000; a Tier 2 account, which requires photo ID, can send TZS 5,000,000 a day and hold TZS 10,000,000. A yearly cap on incoming money also applies, 30,000,000 for Tier 1 and 450,000,000 for Tier 2, and once a seller's account reaches it, the account cannot receive more until the next calendar year.
  • Tigo Pesa, Airtel Money and M-Pesa Paybill come next, followed by transfers to CRDB, NMB and Equity bank accounts, in the order the payment chips above rank them.

Tax and reporting

The Finance Act, 2024, in force from 1 July 2024, added Section 83C to the Income Tax Act. As the Tanzania Revenue Authority describes it, residents or non-residents who own a digital asset exchange platform or facilitate digital asset exchanges or transfers must withhold tax at 3% on payments made to resident persons for those exchanges or transfers. Bowmans notes that the same law defines digital assets to include cryptocurrencies and that, for tax purposes, it is the first recognition of virtual assets and their service providers in Tanzania.

What to watch

Bowmans also observes that many virtual asset service providers have no physical presence in Tanzania, which makes the withholding rule hard to monitor and enforce. Do not assume a foreign platform has withheld the 3% on your behalf; keep your own order records.

Questions people ask

What is the USDT to TZS rate today?

Right now buying 1,000 USDT on P2P costs about 2,648 TZS per USDT (2,648,440 TZS in total). Selling 1,000 USDT gets about 2,652 per USDT. Updated 27 Oct 2026, 14:58 UTC.

Why is the P2P price different from the official exchange rate?

The official mid rate is 2,650 TZS per dollar. P2P sellers price in local demand for dollars, payment risk and their margin, so the P2P price is 0.04% below the official rate at the moment.

Which platform is cheapest for USDT in Tanzania right now?

OKX P2P has the best eligible price for a 1,000 USDT order in the latest observation. Platforms change places during the day; the table above is refreshed every 90 seconds for TZS.

Is cryptocurrency legal in Tanzania?

It sits in a grey area. The Bank of Tanzania's November 2019 notice said trading and using virtual currencies is contrary to foreign exchange regulations and that they are not legally authorised. Since then the Finance Act, 2024 has imposed a 3% withholding tax on digital asset exchanges and transfers, and in December 2024 the High Court enforced a settlement involving a crypto trading firm, reasoning that transactions taxed under Tanzanian law cannot be declared illegal. There is still no licensing regime for crypto service providers.

Does Binance accept M-Pesa?

On Binance P2P the M-Pesa payment goes to an individual seller rather than to Binance, and M-Pesa is the most common method in Tanzanian shilling ads, as the payment chips above show. Your M-Pesa tier sets the ceiling: Vodacom allows TZS 1,000,000 a day on a Tier 1 account and TZS 5,000,000 a day on a Tier 2 account with photo ID, and each tier also has a yearly limit on money received.

How to buy USDT in Tanzania?

Pick a shilling ad on a P2P market, pay the seller through the method it lists, most often M-Pesa, Tigo Pesa, Airtel Money or a CRDB or NMB transfer, and the USDT held in escrow comes to your account after the seller confirms payment. Use the order-size cards above to price your amount. Check your M-Pesa tier limits first, and keep records, because Section 83C of the Income Tax Act now requires platforms that facilitate digital asset transfers to withhold 3%.
