P2P in Ukraine: what the rules say
Ukraine passed a Law "On Virtual Assets" (No. 2074-IX) on 17 February 2022, but it has never come into force. The law switches on only when Tax Code amendments on taxing virtual-asset operations take effect, and those amendments have not been adopted. They sit in bill No. 10225-d, which was registered on 24 April 2025, adopted as a basis at first reading on 3 September 2025 and added to the session agenda by Resolution 4958-IX of 1 September 2026; the Verkhovna Rada's bill card still shows it as being prepared for second reading. Interfax-Ukraine reported on 31 July 2026 that the second reading had been pushed to the autumn because the National Bank of Ukraine (NBU) and the securities regulator, the NSSMC, had not agreed how to split supervision.
Ownership is settled by other law. Article 179-1 of the Civil Code, in force since 3 September 2023, treats virtual assets as "digital things" that can be owned, while crypto is not legal tender, so goods and services cannot be paid for with it inside Ukraine.
How people pay: Monobank, A-Bank, PUMB, PrivatBank
UAH sellers are paid by card-to-card transfer. Monobank and A-Bank cards appear in the most ads, followed by PrivatBank and PUMB. Two points shape how these transfers behave.
- No NBU monthly cap. From 1 October 2024, for six months, the NBU limited one person's outgoing card-to-card transfers to 150,000 hryvnias a month across all their accounts at one bank, aiming at "drops", people paid to let others run money through their cards. Its press service told Kyiv Post that the limit was not renewed and stopped applying on 1 April 2025. The NBU has also proposed a register of people whose payments need enhanced monitoring.
- Bank monitoring. Monobank's support has told customers that income from selling crypto is still unregulated in Ukraine and that frequent P2P exchanges may be treated as business activity; banks can pause a card, ask for proof of where the money came from and request trade screenshots before restoring access, dev.ua reported.
Tax and reporting
There is no virtual-asset tax regime in force yet. The version of bill 10225-d being prepared for second reading would tax the positive financial result from virtual-asset operations at 18% personal income tax, with the 5% military levy added under the existing Tax Code, and a reduced 5% rate for assets acquired before the law takes effect. Individuals would keep their own accounts and declare the income in the annual return due by 1 May. None of these figures applies until parliament adopts the text.

The dedicated Law On Virtual Assets (No. 2074-IX) was adopted in February 2022 but has not taken effect, because it depends on Tax Code amendments that are still in bill No. 10225-d. That bill passed first reading on 3 September 2025 and is listed by the Rada as being prepared for second reading.

No special crypto tax regime is in force yet. Individuals would keep their own accounts and declare the income in the annual return due by 1 May. Interfax-Ukraine reported in July 2026 that the second reading had been postponed to the autumn, so none of these rates applies until parliament adopts the final text.
Can I use Monobank for Binance P2P?
Monobank is one of the cards UAH sellers list most often, together with A-Bank, PrivatBank and PUMB. Banks watch these transfers closely.
