P2P in Uganda: what the rules say
Uganda has no crypto licensing law, and the Bank of Uganda (BoU) has drawn its line where crypto meets mobile money. In a notice dated 29 April 2022, Andrew Kawere, the BoU's director of national payment systems, said the central bank had not licensed any institution to sell cryptocurrencies or to facilitate trade in them, and warned every entity licensed under the National Payment Systems Act, 2020 to desist from facilitating crypto transactions or face the BoU's powers under Section 13 of that Act. The Daily Monitor reported that the notice was prompted by adverts offering to convert cryptocurrencies into mobile money and back, which Kawere called illegal, noting that such conversion cannot happen without payment service providers. It rested on the government position announced by the Ministry of Finance in October 2019, when the finance minister said Uganda does not recognise cryptocurrency as legal tender.
The directive survived a court challenge. In April 2023 the High Court in Kampala dismissed an application by crypto trader Silver Kayondo to quash it; Justice Ssekaana held that an earlier public statement which did not outlaw crypto had promised no one that it would be allowed or never regulated.
How people pay: MTN Mobile Money, Airtel Money
- MTN Mobile Money (MoMo) is the most-listed method in shilling ads. MTN's tariff sheet caps a single transaction at UGX 5,000,000 and an account balance at UGX 20,000,000. Sending to an MTN or other-network number costs a flat fee per band, from UGX 100 at the bottom up to UGX 2,000 for amounts above one million, while cashing out at an agent costs far more and also carries a withdrawal tax that MTN deducts automatically.

A P2P order paid through either wallet is the crypto-to-mobile-money conversion the 2022 notice described, and the notice was addressed to the licensed firms that run those wallets.
Tax and reporting
PwC's summary of the 2026 Income Tax Amendment Act, reviewed on 22 October 2026, lists changes such as new individual rates and the treatment of software payments as royalties, and does not mention digital assets. PwC describes an individual's gross income as the total of employment, business and property income, the headings under which any trading profit would be assessed. The tax every MoMo user meets in practice is the withdrawal tax shown in MTN's tariff, charged on each cash-out.

Is crypto legal in Uganda?
