P2P in Venezuela: what the rules say
Venezuela's crypto framework is the Decreto Constituyente sobre el Sistema Integral de Criptoactivos, published in Gaceta Oficial 41.575 in 2019. It charges the Superintendencia Nacional de Criptoactivos y Actividades Conexas (SUNACRIP) with authorising and supervising exchanges, exchange houses and miners; it regulates those businesses and does not forbid individuals from buying or holding coins. SUNACRIP itself has been run by an intervention board since March 2023, when the PDVSA-Cripto corruption case led to the arrest of its superintendent, and the government has repeatedly extended that restructuring by decree. Mining has been banned since May 2024, and the state token, the petro, was closed on 15 January 2024.
Two rates: the BCV figure and the market
The Banco Central de Venezuela (BCV) publishes the official rate, and shops commonly post prices in "REF", a dollar reference that customers settle in bolívars at the BCV rate. Publishing unofficial exchange rates is illegal in Venezuela. In June 2025 more than 50 people were arrested over foreign-exchange activity that included posting rates quoted above the BCV's. Binance P2P is the most-used place to buy USDT with bolívars, according to CriptoInforme. On this page the P2P price is compared only with the BCV reference; no street quote is shown.
How people pay: Banco de Venezuela, Pago Móvil, Banesco, Mercantil
- Banco de Venezuela is the method sellers list most. On 14 April 2026 the US Treasury's OFAC issued General License 57, authorising financial services involving the BCV, Banco de Venezuela, Banco Digital de los Trabajadores and Banco del Tesoro. CriptoInforme reports that Binance accepted these state banks again as P2P payment methods from 15 April.
- Pago Móvil is the interbank mobile payment that many ads name. The BCV caps what banks may charge for it: an Aviso Oficial in Gaceta Oficial Extraordinaria 7.073 of 11 September 2026 sets separate tariffs for person-to-person, person-to-business and business-to-person payments, and banks must tell customers their fees in advance.
- Banesco, Mercantil and Provincial transfers make up most of the rest; check which bank the ad names before you send.
Tax and reporting
The tax on large financial transactions (IGTF) was widened by a reform published in Gaceta Oficial Extraordinaria 6.687 on 25 February 2022, in force from 27 March 2022. It reaches payments made in foreign currency or in crypto-assets other than those issued by the Republic, and payments of that kind to designated special taxpayers outside the banking system. Decree 4.972, effective 15 July 2024, set the rate at zero for payments by special taxpayers and entities linked to them but kept 3% for the foreign-currency and crypto cases, so it can apply when you later spend USDT. Gains are declared in the ISLR income tax return, due by 31 March.
What to watch
A seller who receives bolívars of illicit origin through a P2P order can end up with a frozen bank account. Trade with verified counterparties and keep the order chat and transfer receipts.

Yes for individuals. The Decreto Constituyente sobre el Sistema Integral de Criptoactivos (Gaceta Oficial 41.575, 2019) regulates exchanges, exchange houses and miners through SUNACRIP, and does not ban people from buying or holding crypto. SUNACRIP has been under an intervention board since March 2023, after the PDVSA-Cripto case. Mining is the activity that is banned, since May 2024. Publishing unofficial exchange rates is also illegal, and in June 2025 more than 50 people were arrested over currency activity that included posting such rates.
Is Binance legal in Venezuela?
The 2019 crypto decree requires platforms that operate in the country to hold a SUNACRIP authorisation, and SUNACRIP has been under intervention since 2023. In practice Binance works in Venezuela and its P2P board is the most used way to buy USDT with bolívars, according to CriptoInforme. After the US Treasury issued OFAC General License 57 on 14 April 2026, covering financial services with the BCV, Banco de Venezuela, Banco Digital de los Trabajadores and Banco del Tesoro, Binance accepted those state banks again as P2P payment methods from 15 April.
Can you buy USDT with Pago Móvil?
Yes, Pago Móvil is one of the payment methods Venezuelan sellers name most often in their ads, alongside transfers from Banco de Venezuela, Banesco and Mercantil. The Banco Central de Venezuela caps the fees banks may charge for Pago Móvil, and its notice in Gaceta Oficial Extraordinaria 7.073 of 11 September 2026 sets separate tariffs for person-to-person payments. Pay only to the account holder named in the order, keep the receipt, and be aware that sellers who receive money of illicit origin can have their accounts frozen.
